I do not believe in that statement. Ototoxic drugs mainly damage cochlea, not nerve. What was the drug? See here:

I would recommend that you consider having another ENT opinion. It is quite annoying that ENT oversimplifies the mechanism of hearing loss leading to not even considering CI option when it could be helpful.
