The inner red part visible here: https://encrypted-tbn0.gstatic.com/images?q=tbn:ANd9GcSbdFgdis3o1VZb0MxV4f3SBksr6JZnm_GqoOQNoAL0V89LiT0vZI0KKSmUEbXRn-DVE4s&usqp=CAU came out of a clear portion of a mold and no longer stays in.

What is the best way to glue this back that is also body safe?

An approved UV set Acrylic. Try a small dab on the inside of your wrist to see if you’re allergic for 48hr first.
