These were originally sold with two licenses, but I’m not sure if updating the firmware to the most recent version—I believe it was three—will allow me to increase the licenses.
Unless I’m not mistaken, this only for purchasing Roger On 3?

Whether you upgrade the firmware or not you can get additional licenses in Roger On iN V2.
Go to the very botton of the page and download the Rodger Upgrader:
Connect the Roger to your computer, open the upgrader and select “Read device data” and if the Roger is not full there will be a button to put more licenses in the Roger.
You can also update the Roger On software as well as the software in the base if you have one.
I have not figured out the difference between V2 and Roger 3 yet. Maybe someone can enlighten me.
I just checked this link Roger on iN V2 also supports unlimited receivers
Unlimited receivers built in **
**This functionality is available in the new Roger On v2
Thankyou @raylock1
It really did work, and your directions were quite clear. On my NHS hearing aids, I utilised two, and I now need to add another to the spare that I purchased. I am able to add extra receiver licenses as a result.
Here is Phonak’s description of Roger 3 at Audiology Online (you have to register to read but it is free)
