I still have my Phonak Roger Focus II that I need to sell.
Have never been able to update them via the Roger Upgrader Software like I’ve done with all my other receiver’s in the past.
Noticed that you have to do it via Target and the Noahlink Wireless and it worked despite them not having Bluetooth.
Makes me wonder how they connect to the NL Wireless?
The noahlink wireless operates in the same band as BT, but you said that the touchscreen was used to update them: Zebras post

Phonak Roger Focus (not the II) is updated via the Touchscreen or Inspiro, yes but the Phonak Roger Focus II as said in my first post is updated via Target and NL Wireless
