That is incredible. No way he could not hear his patient. If he is that deaf then hearing aids wouldn’t/'t even work for him.
There are a least two other people in the room…

Very good point, as someone had to be assisting, and an anesthesiologist, too.

May not matter. From what I’ve read about procedures/surgeries, the doctor, no matter how bad, is the absolute boss in the room, and subordinates may put themselves at risk by speaking up.
BUTT, in this case who gives a S>>t, if the patient is screaming, and the A**hole dr. forgot his HAs!
